How much money at Texas? Also, have you been to either school/state? How debt adverse are you?
For me, having lived in both the Northeast and in Texas, it would take a lot of money at Texas to make it worthwhile. That's personal preference obviously, but I think that will probably be the most common response to this questions.

where do you want to work? If you want to work in Texas, go to UT. If not, the portability from Penn is probably worth it.

Where are you from and where do you want to work? If you're from Texas go to Penn (whether you want to work there or not). If you're not from Texas and want to work there go to UT. If you're not from Texas and don't want to work there go to Penn.

Don't agree with the bolded. I think there are arguments either way, though, so it's definitely not an off-base comment.

Seems like Penn is the way to go between these two options. Penn places 40% of grads in NY and 9% in CA, while only 30% of UT grads make it out of Texas.

I can see the logic behind this, but I don't think it works unequivocally. A strong case can be made for Penn. However, if OP is from Texas and definitely wants to work there, the $30k scholarship plus the $20k per year difference in tuition puts OP $90k less in debt from UT than from Penn. To a lot of people, that would make up for the decrease in job prospects. Additionally, going to UT would provide much better networking opportunities for in-state employment.

Edit: Cost of living will also be cheaper at UT than at Penn, which will tilt the financial calculation even more in favor of UT.

I don't have any opinion on the overall thread (how can anyone? OP hasn't said how much $$$, right?), but saying that Penn > UT on the location factor is ludicrous.
