T1 vs. T2

There is a lot of conflicting debate on this topic:

Here is the question (I guess its a question): If most schools outside T14, or lets say Top 30, are regional according to general TLS advice, then does a non-Top 30, T1 make it a better choice over a T2?

Are T1's generally better than T2's? Yes, generally.

But this ignores specific schools, which region you want to work in, and how much debt it is going to cost at a given school.
