Are their stipulations for the Suffolk scholly? If not (or if it's something like remaining in good standing) why not take it.

If you want to work in Boston and the stips are reasonable, take Suffolk. I would hesitate to recommend UConn to anyone who's not interested in or at least willing to work in CT. My understanding is that one can get Boston, but you have to have great grades and be persistent & convincing.
What is the estimated COA for both and how strong is your desire for Boston?
