I live in Upstate NY, go to a SUNY in western NY, and am applying to Syracuse to see how much money they will give me to negotiate with other schools.

Albany and Syracuse are both poor law schools that are INSANELY expensive. You will be lucky to have a COA of $60,000 per year. That is almost unacceptable under any circumstance.

Did you apply to Buffalo? That would be the best deal in upstate NY. The tuition is only ~$17,000. COA is extremely low too. The employment prospects from Buffalo are equivalent to 'Cuses and better than Albany.

Taking out $180,000 at one of these schools will be almost impossible to pay off. Even if you have great grades and get a (relatively) good job.

Have you thought about applying to NJ or Penn law schools? They are all the same price, and often cheaper, with roughly the same employment prospects.

How much money is Albany giving you? A $20,000 scholarship will still leave you in ~$120,000 of debt!
