Going back to Cali?

Given strong ties to california (born and raised as were parents and grandparents etc.) if your best option for california schools is say Davis or heck even USC would it be worth it to go to a similarly ranked school that does well in its market say BU or Emory in order to give you a chance in another market? There is a lot of talk about ties to a market but I'm not sure if that is t-14 exclusive.

It seems like giving yourself a good chance outside of cali with the plan of eventually returning might not be that bad overall. If you can't get a cali job right out of school couldn't you always return once you are a more established professional? For a hypothetical say you go to Emory and get ATL BigLaw (I know not very likely these days) would it be really hard to leave after like 4 years and go to a mid level firm in cali? wouldn't it be better to start your live somewhere like atlanta where the COL is as stupid as say LA or even Sac?
