If anything, it's popular for people who want to go to school in VA but stay in VA, hoping that people in the state's better schools will find work in DC or NYC and not stay and compete with them there. It's worked that way in past years, and it's only a problem now because of how much hiring in DC and NYC has shrunk. But even back then, Richmond wasn't really regarded as a "great school". There are so many schools that are considered better than it in the same state and region.
I live in Richmond and U of R's law school is like fucking gold around here. Within the city and surrounding area it seems like people here look upon in the same light at UVA/W&M. Can't speak for DC and the Coast, but here in RVA it's well liked.

I terms of Great Name/Bad Law school, the opposite direction I'd say the likes of Mich/UVa. Great schools, but much of the T30 have better UG schools yet UVA/Mich tromps them with LS rankings.

Insufficient Rutgers hate.

Stetson deserves scorn as well, people in Florida think it's fucking Yale.

I think that Notre Dame has the biggest discrepancy between lay prestige and law school quality.

Honorable Mentions: Penn State and LSU

No one thinks Rutgers undergrad is a good school. It's fine, but nothing special at all -- people in Jersey just go there because it's super cheap. (The same can pretty much be said of the law schools).

I can never think of WUSTL as a prestigious undergrad because when I worked at camp about 8 years ago or so, this total stoner lifeguard was going there and he seemed to have bricks in his brain. Granted, my view of most undergrads is skewed to the years between 1998 and 2005.

Cooper Union is a festering slimy disgusting UG TTT in sharp decline. Whoever posted about that sewer bachelor's mill is either a huge homer or trolling hard. Like 2 trolls 1 thread hard.
Not sure if serious. We generate ~270 diplomas a year, most in engineering or architecture.
