Given your flexibility with pretty much everything else, this pretty much just comes down to how debt-averse you are. I tend to be much less debt-averse than most, so I voted UIUC, but YMMV. Also, I'm not sure how much you're considering JAG or any other PI work among the varied things you'd consider, but if a lot of those things are IBR-eligible, you have the IBR safety-net to fall back on if you go the better-school-greater-debt route.

Chief Illiniwek is retired. No more dancing, no more logos or any of that.

C-K is a good school. They lack the prestige element that Illinois possesses, but are you will willing to pay 33k/yr for a bit of prestige? If so, I'd +1 the retake - better school or $$ from UIUC.
