Case Western ($$) vs IU-Indy (In-State+$) OPINIONS PLEASE

I have narrowed it down to two schools, total cost of attendance figures are included below
Case Western- 90k (must remain in top 55%)
IU Indy- 65k (must remain in top 33%)
I am interested in doing either criminal law or litigation. I have visited both schools and am in love with Cleveland (for some reason). I would not mind living in Indy for the next ten years or so but would prefer Cleveland due to family connections and familiarity with the area.
If I dont remain in the top 1/3 at IU Indy, total cost would be equal to Case's cost. If I don't remain in the top 55th percent at Case, I fail at life.
Is IU-Indy's cheaper tuition a better option? I feel like I will be happier at Case but I don't know if I would be 25k happier. Any input would be greatly appreciated. Thanks!
