I would say Brooklyn and then Maryland.

There are too many unanswered questions that need to be answered before someone can give you a definitive answer, including where you want to practice and what stipulations are attached to your scholarships.

Given how this screams "BROOKLYN, DUH", I'm guessing you have a reason for hesitating. What is it? Do they stack sections or something? Do you not like NYC?
