Cheapest one or the one in the city in which you want to practice, whichever factor is more important to you.

The school itself is not "portable." In other words, its higher ranking does not justify choosing it over another tier 2/3/4 school in a location that you prefer. So if you want to work in Houston, I'd recommend going to STCL over Stetson, particularly if cost is the same or less at STCL.
