Why not sit this cycle out, study some more and get the 165? BTW McGill is a great school, I have a cousin who goes there. In answering your question I would say Illinois and Emory are probably your best bets in the 20-25 range.

fwiw i got into wash u this cycle with similar lsat and lower GPA. I have 2 years work exp and ok softs
